The 8(a) Program
The 8(a) Program has become an essential instrument for helping socially and economically disadvantaged entrepreneurs gain access to the economic mainstream of American society. Some benefits of the program include:
Indian Incentive Program
Administrated by the Office of the Secretary of Defense (OSD) Small Business Programs (OSBP) Office, the Indian Incentive Program (IIP) makes every effort to provide added value to the government in that this program is funded independently by the OSD and is not supported by the funds of the contracting agency.
Contracting officers can authorize an incentive payment of 5 percent of the amount paid to subcontractors that are Indian organizations or Indian-owned economic enterprises in an effort to provide the maximum practicable opportunity to participate in subcontracts.
Given that OSAGE is a Native American Owned corporation, any federal prime contract holder that subcontracts work to OSAGE is eligible for this 5 percent incentive payment. The FY 2009 Appropriations Act made $15 Million available for incentive payments to prime contractors and to small businesses that use Indian-owned businesses or enterprises as subcontractors at any tier.
